One Piece Secret Rare Cards

What SEC means

Secret Rare is the top rarity of a standard One Piece Card Game booster set and, in most sets, the card the whole set is chased for. Secret Rares are foil and are numbered past the set's nominal card count, so OP01's Secret Rares carry numbers after the last regular card rather than sitting inside the normal run. They are consistently the most expensive singles in a set.

Secret Rares are pulled from standard English booster packs. Bandai does not publish pull rates, but a Secret Rare is the rarest thing in a normal box outside of Treasure Rare and Manga-style alternate treatments.
